In You are there with Lucifer at the head of Hell, it was more scarier, with flames and people screaming. Maybe in IOM wasn't full established yet.

The most memorable "hell" for me was the one in the HTLJ ep "Bedeviled," maybe because of the audio and the actual flames . . . will have to see what I think after re-watching that episode.

Hell I felt was pretty scary in FA, especially the demons, and YAH with Lucifer. Maybe the budget just wasn't big enough to really capture hell, but they did a good job anyways.
